Bryan Osborn, 41, is the third publisher in the weekly paper’s 18-year history. Osborn, a Pennsylvania native, was most recently advertising director of The Times and Democrat in Orangeburg, S.C., and also worked at daily newspapers in Beaufort and Hilton Head, S.C. His career started in suburban Philadelphia with the Journal Register Company.
